Insufficient memory errors are often resolved by merely rebooting the device. I take my hat off to you. Awesome post, spot on.

- If you did want to run it, you probably just need to go to Administrative Tools -> Services and make sure Windows Defender is set to "Automatic" and is enabled.

The program files are all there, it seems as though Defender should work, but there's no 'Windows Defender' service listed under Windows services, and there's no way to open the program. I had encountered one such virus and during removal i ran into this issue.
Windows Defender Application failed to initialize: 0x80070006. I had to go into safe mode to run a malware scan and quarrantine the SOB. Had the Vista Security 2012 malware infection and fixed all of it except for Defender. The issue went away and Defender is now working!
